Actually, in all seriousness, my impression is that this all is some kind of social experiment or testing. Some are given the ability to, for example, either expose others to great danger while saving themselves, or to make others relatively safe while inflicting a penalty on oneself (Proposition 5). Also, he said himself somewhere very early on that this may be a social experiment, despite nobody thought of that yet (as the only thing already introduced was the reduction of post to 3 and 1 from 15), and also him not answering if a deleted user would be allowed a new account (there was no reason for him not to answer "No.", as that would have increased suspense, so the answer has to be "Yes." - or "Not necessary.").
I think he'll do something like saving a user's data, than delete the respective account and give that user a new account with all his previous data, therefore both "keeping his word" and not actually banning anyone. That's just a theory, though.

I have some feelings about it too, but I prefer not to say them in case they are correct, I could probably tell you over pm. I've heard things said about it, plus I've taken things someone I trust to mean it can't be too bad of a thing, but like I said I'd rather not say anything. But some points I can agree on. ^^

Hmm... I also have some ideas.

One was that Jd- wants to upgrade the forum to a new one and thus can "delete" someone XD
Or maybe that it get's connected with ConanTV and the deleted one get's a special/first account for ConanTV XD
