Those people are trained to be freaked out by anything they might find suspicious. If you're worried about their treatment towards German people, then don't be, because Israel likes the European tourists and Tel Aviv is one of the most liberal cities in the world. I've talked with two people from here who have been to Israel, both report a clear anti-German sentiment. Boss has an aura of daze. I don't think Melia's Spear Break/Starlight Kick combo is going to help much against that... I'm a good 10 levels or so above the boss.
