That heavily depends on which kind of music you're writing. Any song that tells a story (ballads) or wants to get a message across (or generally wants to describe something) should probably have its lyrics written first, while those who don't really have meaningful lyrics, or where the lyrics are non-understandable, should probably focus on music first. As I, however, would tend to write the first kind, it's lyrics first for me.
Oh, and if your lyrics are supposed to rhyme, it's always lyrics first :x
If  ;), :D, ;D, ::), :P, :-X, :o or >:D are attached, that paragraph may not be 100% serious. Seriously.

Almost always lyrics first, but when I'm writing lyrics, I'm also imagining the tune at the same time. :P
