I don't think China actually wants to give up Tibet, that's the problem. Actually, as I understand it, they're still trying to expand. The monks I worked with in 2011 were not huge fans of China because they were all from Bhutan, which has traditionally maintained a close friendship with Tibet and took in more than 6000 Tibetan refugees when China annexed Tibet. China and Bhutan are constantly disputing their borders as well, and my monks were afraid that China is looking to annex Bhutan as well.
Basically, I'm sure that Tibet would love to buy their freedom if China were open to the offer, but the Chinese government doesn't seem to be up for giving up their turf.
