Always.
the reason is simple. when i was still in elementary, my family went into some recreations area.. and on the last bus going home ( after waiting for a hour ) there is no seat. then some young male get up and offer it to my mom so she can sit and the other guy also stand up so i can sit too.

it almost midnight and it was a 2.5 hours trip. and they standing for us.

that memories always drive me to help others about seating problems.

where's the "never been in a situation where someone needs a seat" option?

If I'm tired, I'll wait to see if anybody else is getting up first before offering, but normally I'll give up my seat. They need it more than I do.
