One: Because he wears a lot of dark colors to distance himself from Kid, and

Two: Because the sense of humor is right up his alley. I can just see him taunting Hakuba with this shirt.

Does Hakuba even wear t-shirts? He seems like the kind of guy who goes through life in button-down shirts and pressed trousers. Do you think he's ever owned a pair of jeans? M10 doesn't count, that was Kaito in disguise and I don't know about you but I spent half of that movie wondering why Hakuba was dressed like Joey Wheeler in Battle City.

As a detective, Saguru knows the value of blending in to obtain information. On that note alone, I would say he owns a pair of jeans and a few tshirts (with a variety of styles/logos). As for whether he actually would wear them...

If Movie 10 were counted as canon, it's worth noting that if anyone would know what Saguru looks like when he's not in a professional or formal capacity, it would be Kaito/Kid. Conan also doesn't find anything unusual with Saguru's appearance during the movie. It could be reasonable that when he's truly relaxed, Saguru would wear jeans.

However, leaving Movie 10 as non-canon, since it can't coexist with the detective koshien case, it's interesting that the only time we've seen Saguru outside of a heist, formal, or school capacity is during Goldeneye. A suit during summer vacation would usually seem like overkill (or practically asking for heatstroke), except he's expecting to leave momentarily for the often-mentioned (in that chapter) Paris Collection, level of formality unknown.  The other time we see Saguru in a suit and tie is the formal dinner of Sunset Mansion. At heists and the koshien, he's relaxed enough to wear dress shirts rather than a full suit, and presumably would be less formal away from any official capacity as a high school detective. Of course, a polo in slacks or a short-sleeve button-down can achieve a similar effect, without compromising the dignity and competence Saguru seems to be trying to cultivate, and might not ever want to break even on supposed personal time. Image is a powerful thing, and he's trying to survive in a professional world with LOTS of internal politics, gossip, and easily-ruined reputations. If he's not in danger of roasting, he probably doesn't change a winning situation.

In sum, Saguru probably owns a pair, but there are good odds he only wears them as part of a cover to facilitate information gathering.

Agreed. He just doesn't seem like a jeans-and-tshirt kinda guy, but he's also a dedicated detective so I'm sure he'd wear whatever was necessary to go undercover.
