except i've never colored anything with photoshop before, so its a bit hard for me to understand... i was wondering if maybe you had anything that might help me???

Since I'm not on my computer I can't tell you much. But I can tell you that if you wanna colourate a dark part (like Shinichi and Conan's clothes) you better use the Hard Light efect and use a not so dark blue, but also no so strong. And for the eyes use a blue and use the Color effect ^^

okay so the only question i have is do you just use the paint bucket too and just fill in with whatever colors you want to use?? or do you use another tool

Yes, but you must select carefully where you wanna colourate with the paint bucket, I recomend you first select the area with a laze and then colourate it. Better colourate it on a empty layer in order to be able of use the Hard Light effect ^^
