Andre Camel is FBI. Gosho tried to lead us to believe he was BO during the Kir Transport part of Clash of Red and Black (600–604/498–500), but it turned out he really was an FBI agent.

And before you say, "well, he could really be with the BO!", he knows about Shuichi's fake death. Enough said.
