But if that's the case, that means the Japanese police are also involved, which would be refreshing. That also explains why Amuro's so annoyed with the FBI and his comments in this past chapter about them and his reaction to zero pronounced as "zero" instead of "rei."

On the other hand, Kiichi has a point. Perhaps Conan's misunderstood the situation and thinks Amuro's with the PSB because of that reaction when it is more due to a generalization of stimuli. (Response to "rei" carrying over to a word with the same meaning?)

Edit: That also explains his comment about a friend involved in "security" teaching him how to lockpick: Someone else in the branch taught him how to do so. That also explains why he so openly carries around lockpicks and reveals them readily to Mouri. Perhaps he's legally allowed to use them? (In Japan, carrying around lockpicks like that would otherwise be illegal, correct?)

Now, let's get the Zero thing straight here as well, because it turns out to be exactly as crucial as I thought it'd be. If you haven't read the TN in chapter 889, please take note of it: http://www.dctp.ws/V84-Reader/V84-6Read/A14.html
It reads: Our translation distinguishes between two ways to say 0: Zero (ゼロ) and Rei (零).
What does that mean? Every time you read 'zero' in a DCTP release (ch. 888+) it actually says 'zero' (ゼロ) in the Japanese file, not 'rei' (零)! Only Elena says 'rei' and thus our translation also says 'rei'. I hope that makes things clear!

Now, as to the matter of Amuro belonging to the Public Security Intelligence Agency or the Security police (I think the latter makes more sense, because of the 'Zero' thing) ...
After noticing Amuro's reaction to the word 'zero' and his appendix comment, Conan probably thinks Amuro is part of the SP, however, in reality Amuro likely got the nickname 'zero' (0) because his name, 'Rei' means 0, so Conan is making a mistake here ...

Spoiler: Spoilers for file 892!

This actually makes sense if you look at file 892, where Conan apparently* asks Amuro whether he's an enemy of the bad guys and Amuro tells him that he's wrong. (p. 15/16)
So we have file 888, where after the 'zero' and 'appendix' (盲腸) comments, Conan suddenly thinks that Amuro might, in fact, be part of the Security Police, then in file 890, he calls Amuro 'Zero-niiichan' with his 'I've figured it out' face and in file 892 he subtly asks Amuro for confirmation: 'You're an enemy, right? ... Of the bad guys ...' And Amuro corrects him, saying that he misunderstood -> cue Conan's scary face, as he realizes that Amuro is, in fact, a bad guy.

* I've not actually seen the Japanese file yet, but two people who know Chinese have confirmed that that's what Conan says in the Chinese file.
