I don't think Vermy's so incompetent as to restrain Sera in such a way that she could easily escape.

Seriously, how does Vermouth hide all her hair under those short wigs? I happen to have pretty long hair myself, and I've worn a short wig for Halloween before. Let me tell you, hiding it under a wig is HARD—and that wig's hair was longer than the Scar Akai AND Araide wigs.

Anyways, Sera's probably tied up somewhere. You know, if Scar Akai weren't revealed to be Vermouth, I'd have offered a crack theory that it was Akai disguising as Scar Akai. The dialogue would match up (he'd want Sera to think he's dead), and by tasing her she'd be no threat.

However, what's that can under that one conductor's seat?

The other question we have to answer is:
What else is the BO after?
Is it only Shiho or is there something else that can be done along the way, and I am not talking about snatching Conan.
If this is all just to kill Shiho, it could even be a normal bomb. Why would they care about the rest of the people on the train?

Vermouth only wants Ai dead, not Conan.  If she blew up the train, there's a pretty high chance Conan would die as well, not to mention her "angel", Ran.

you can argue that they've done so at the start of the series, but then again, it was the start of the series and the BO wasn't what it is now.(since gosho planned to make the series short)

Sure DC was planned to be shorter, way shorter than it is now but as it turned out there must be something we all haven't seen. Something too abvious concerning the BO.
I have to admit that bombing a whole train is quite a risk but Ai would be gone for good.

It could be a normal bomb, but that canister shape is unusual for it. Also Gosho has already done a BO train bombing. I'm thinking it's going to be a gas. Sleeping gas would allow them to storm the train and search, but cameras on the platform (hack them?) don't get put to sleep and if someone escapes the effects or arrives later it would be problematic. Tear gas would drive everyone onto the platform where snipers on high or gunmen could be waiting in the crowd for her, but then you have a hard-to-shoot situation like the one in front of the department store. There could be some sort of intermediate -- something that drives people off the train, but not at a frantic pace. There doesn't even have to be something in it -- a bomb scare would work too as long as it gets called in at the right time.

I think the BO's plan will be understandable if we see their numbers and how they have placed themselves at the train station.

I think it's actually a jamming device, as afterwards, all the mobile phones seem to stop working. This makes it harder for Vermouth's and Bourbon's enemies to co-operate and basically isolates everyone on the train from the outside world.
