I think, when Kazuha finally confesses, Heiji either won't get it, or he doesn't hear her for some reason... I don't know, maybe he falls asleep because he didn't eat a bite ever since the last case with Sera happened... or something!
(just like an old case, with Kogoro asking Eri to live together again, but she didn't hear him (okay, she did hear him, but Kogoro doesn't know that)

My guess is that (and I've posted it before, but not in this topic) Hattori will confess, though maybe not in the next file, so that Kazuha doesn't have to.
