That's what I'm saying by that, if he's looking for someone it shouldn't be Ai but Shiho, which seems like and important distinction in motive. How so? We know from the Vermouth arc that there's at least one picture the BO has of Sherry/Shiho. It only makes sense that the BO's #1 target's picture would be distributed to high ranking members with orders to kill on sight. It obviously hasn't been explicitly stated that Amuro is Bourbon, but it's the most logical theory out there at the moment. You seem to be forgetting your original argument, which was wondering how he knew about Ai before she became Shiho. He didn't, he only knew of Shiho. Then you said if he were looking for someone, it should be Shiho and not Ai, and that he shouldn't know that Ai is Shiho shrunk. But he is looking for Shiho, not Ai. He doesn't even know what Ai looks like, as he's never met her nor seen a picture of her. Then you questioned why he cared about Shiho and her destination, since he doesn't know about Ai. Yes, it would be bourbon's job to know about what shiho is up to, which is why it would make Amuro (the guy who wouldn't have known of Ai) suspicious.

I think Amuro seems to be too loyal to the Org not to report Haibara based on what he did with the video.
