Foremost: This is not the fault of the fansubbers. Conan DVD volumes are usually broken up into 3-4 episode volumes and, as such, the cases cannot always be in order on the volumes themselves. When they do this, they move the episodes around. For example...
Let's say we have episodes 1, 2, 3, 4, 5, 6, 7, and 8 on two DVDs. Episodes 1-3 are a three part case in this example. Episodes 4-5 and 6-7 are separate two part cases while 8 is a one shot episode. They can't put 1-3 and 4-5 on a single DVD, so instead they put 1-3 and 8. Then, they put 4-5 and 6-7 on the next one.
So, that leaves us this:
DVD #1:
Episode 1 (Part One of 3 Part Case)
Episode 2 (Part Two of 3 Part Case)
Episode 3 (Part Three of 3 Part Case)
Episode 8 (One Part Episode)
DVD #2:
Episode 4 (Part One of 2 Part Case)
Episode 5 (Part Two of 2 Part Case)
Episode 6 (Part One of 2 Part Case)
Episode 7 (Part Two of 2 Part Case)
Now, when they do this, they move around the episode previews so that they match the next episode on the disc--not the next episode in actual broadcast order. Thus, episode 3 on DVD 1 would have a preview for episode 8, not the one for episode 4. It can be a thorough mess to go through and find the correct previews for the next episode, and that's why most groups either omit them altogether as we do (the previews are utterly useless on old episodes as-is and only serve to spoil upcoming events anyway) or just leave the ones that are already there. If the group doesn't have the next DVD in tow, the releases would be delayed just waiting on another DVD so that they may transplant the previews around. That's not efficient and it unnecessarily slows things down, thus why we don't even bother.
