I just don't get what the contraption around Conan's belt was supposed to do. I get the cardiogram part, but how is the telemeter supposed to decipher the phone's ringtone? This part makes no sense to me, whatsoever!
I would be thankful if someone could explain it. I am not getting anywhere, even after reading the manga.

I don't get that either. Also, why did Conan bother threatening Vermouth that if she disconnected the contraption, her boss's adress would be known, instead of disconnecting the machine himself ?

Ah that I know. Conan, as usual, wants to get involved in anything before the authorities. His original motive was to meet the boss, before reporting him. So disconnecting the machine himself would undermine his original plan. The machine, in the first place, was to be used to only threaten Vermouth.

I do not know about the decipher part. I do know from some quick research that Telemetry could be used to find a location by triangulation. You can read more about  Telemetry here. My best guess is find the location of the Bo Hq. Telemeter also record such information. Either way there is a chance Conan was Bluffing but Vermouth could not afford to call his bluff.
