He might be. He was there in the earlier part of the series and Gosho did say that Anokata was someone before or around Vol 19 (don't remember where that fact came from in the forum). I wish Conia would help me find it :'(

Except for the fact that Tome-san is an anime-exclusive chracter. He has never appeared in the manga.

Hmm, I thought Aoyama did use that character design in the manga a couple of times, but cross checking merely yielded a couple of generics-with-glasses (one not even the speaker when Conan questions the forensics guys). So, looks like he's not even an unnamed manga character like I had thought.

I seem to recall that Tome-san is based off of what his VA looks like. I may be wrong, but I'm pretty sure that was what I read.

If Tome was in the manga, I would know, since I like the character and think he doesn't appear in the series enough. He's one of the few folks at the scene that likes to share details with Conan.
