I am not going to assume that you never shot a gun before; nonetheless, if you have, you would realise how much easy it is to miss a target within ten metres (heck, even less than that, if you're talking about amateurs). That's the case with handguns, especially the ones with considerable recoil. You're better off with a pump action, where the chance of getting a close-range target is dramatically higher (episode 345).

I noticed something like this when I was editing a AMV. in movie 4 there is a part where rans hair flips from left to right and back between 3 frames.

Well, I will admit I don't have any sidearm knowledge but as for rifles I do have a bit.  Even without my military training I could still hit someone standing still or going in a straight line less than 50 meters away.  Also please note that I'm not saying they have to be experts I'm talking about just getting 1 hit in general.
