The proportions are very wrong in it.
Some of the traditionally animated episodes have poor frames and such, but for then, it's kind of excusable. Now, with the switchover to digital? I can't really be so forgiving. What's particularly troublesome is how frequent the budget team has gotten involved in the 500s. For 521-523, they only animated portions of it. Unfortunately, they were very important ones.
This one's my favorite from what I did look over of 523 just then, because it's like Kudou's saying: "Guys, I'm not an imposter. Where would you get such an idea? C'moonnnnn~~"
The 500s are the worst of the lot simply due to the frequency and prevalence. Back in the day, the important cases would get the utmost attention and look very good almost all the time. Nowadays, the budget team will come in for a bit and do a manga case while the quality animation team is relegated to a few AOs.

All in all, screencaps won't tell the whole story. Seeing the consistent budget animation for 24 minutes will more suitably demonstrate the problem at hand.

Even just for the hat: The logo's off to the side and the actual hat itself is way, way too big.
