And for two and a half thousand years, the ring passed out of all knowledge. Until, when chance came, the ring ensnared another bearer. The ring came to the creature Gollum, who took it deep into the tunnels under the Misty Mountains, and there it consumed him. The ring gave to Gollum unnatural long life. For five hundred years it poisoned his mind; and in the gloom of Gollum's cave, it waited. Darkness crept back into the forests of the world. Rumor grew of a shadow in the East, whispers of a nameless fear, and the Ring of Power perceived. Its time had now come. It abandoned Gollum. But then something happened that the Ring did not intend. It was picked up by the most unlikely creature imaginable. A hobbit, Bilbo Baggins, of the Shire. For the time will soon come when hobbits will shape the fortunes of all...

Haibara could have done something a little more vindictive to get back at Conan. Maybe used dried rose hips itching powder instead of the chili powder. The stuff itches and burns plus can be hard to get off of skin.

It's easy to borrow chili powder from the inn's kitchen, but where could she find that powder of yours? Surely she wouldn't bring it from home beforehand unless she predicted that her ass will be seen

Dried rose hips can be used to make a variety of different kinds of food, herbal tea being one of the most likely to appear in this case. Plus since this is at an onsen that is known for its health benefits they may serve rose hips herbal tea as sort of a gimmick because rose hips can be used to treat rheumatoid arthritis, colds and the flu.
