Movie 9: Strategy Above the Depths Movie 6: The Phantom of Baker Street. I can't be sure about this one because it may seem like he's wearing a black suit/tux because of the scene being so dark. --> Same movie, I'm using the screen cap to show how dark the scene is.

Hi, sorry this response is late. Conan and Heiji were both dressed in dark suits in the Osaka K3 case with the athletes (episodes 238-239). I can't remember whether or not Conan merely wore a jacket with some shorts, though.
