I guess that knowing Shiho's life would help us to understand Ai's personality even more,and that will be the key to solve the main plot...
that's why Gosho doesn't want to tell everything about her...he wants to keep the mystery about Ai until the end

@Your Main Points: I feel like I'm just going to miss the issue since all I can really say here is "I'm not too sure what to tell you". I really don't think Gosho is going to do much more with her, probably dodge around her in the Bourbon ark too. And yes, Ai's general motivation for making the drug is something she just feels like she should do and/or she feels that she needs to pay for her stay at Agasa's in work.
I never saw the fact that she made the movement of the plot that insignificant and I'm not sure what she could get into other than what has been touched on that's not trivial, outside of her more specific relationships to the BO. Really she's just not being used for probably what Eve said.
It's hard really call that since we only saw Shiho from Ai two times for a very short period of time.
@Second Post: I'm not sure what point you're actually trying to make. Kobayashi is a simple secondary or even thirdary (:P) character, nothing much to "flush out" and count as tell-all. And um, what are you talking about, how are Naeko and Kobayashi more potential characters than Ai, what does that even mean?
Also, for a character like Ai, tell-all is the worst characterization you can give. You dont want to explain everything or really much at all, just drag us along with personality and hints.

Kobayashi, even if she is a tertiary character, at least for me is more interesting character because in a short span of time, it was revealed that she's sharper than she looks (Conan being cautious about his suiri), she met Shiratori at a young age, at one time got really angry at him because of how she found out about Sato, and is even involved in a plot where nothing from her past is related (Courtroom Case). At the rate this is going, I'm guessing we'll be seeing more of her.
For Naeko, well, given that she's a Chiba's love interest very early in childhood, I doubt the author would just leave it there like what he did with Fusae Campbell. Given his track record for the 'childhood friends' formula, we'll be seeing something about Chiba and her in the future.
Shiho/Ai hasn't revealed enough - Akai just said it's not the time for him and her to meet yet during Vermouth Arc, in one of the tape recordings of her mother it was revealed that her mother had an important message for her (enough to change her expression to a very serious one) but hasn't been elaborated yet, and in one instance she sighed perhaps of envy at the sight of a mother coming to pick up her son. Shinichi did ask her what's wrong but she just shrugged it off and wasn't touched on again.
It's been 500 episodes already - I just feel that it's about time we find out something new about her, something other than a reminder that she was once a member of the Black Organization. I'm not asking for a tell-all, I'm just saying that the hints dropped about her are insufficient. What I want is something like... Ran cooking up Akemi's favorite dish and then the entire revolves around her personal relationship with Akemi.

but as I said before,Ai is an important character,so I guess Gosho is saving these information for important cases (Boubon arc...).

Plus, Megure has had been in probably most of the episodes yet has little beyond one person from his past.
