well, i wouldn't be surprised if it it somewhat overdramatized; people are working hard, but that description is a bit silly sounding.

also maybe because one would assume that the movie should be done already.

That's probably it. After all, a few months ago, a message was left by a member of the DC staff (the producer) where he said they were having a reunion about movie 16, so by now they've probably started working on movie 16 (since it'll be announced at the end of movie 15, as usual).
