I believe that he has a stubborn strong pride 
I did not buy what he told her after the attic incident (when they were hostages) that it was about her hair    and the mermaid case, the way he looked at her at the end

Pretty much XD My theory was along the lines of "Because I love you, you ahou!" With Kazuha yelling back something the lines of "You ahou! I love you too! Gah, I hate you!" XD

I think they are a couple that needs at least one of them being in an life thretening situation to get progress. (Spider manison, attic, mermaid,)

Perhaps it could be like this:
they are surrounded by enemys and one is already badly wounded and hardly concious. The other one says something like "Don't die! You hear me, aho, don't die..." and the wounded one, thinking they are going to die, just looks at the other one and kisses them and whispers "I..love you...... aho" and faints
The other one then fights all the enemies, till they are saved.
Then there is a scene in a hospital, where the badly wounded wakes up in a bed and the other one is bandaged (not fetish-fuel like, more like a broken arm and scratches and bruises) and Heiji first wants to deny everything (works better if he was the one unconcious) but (because we all know that he is a bad liar) is only kissed by Kazuha as response


ps: for everyone who wants a pure fluff confession, sry, but they are too good to torture

Yeah, they practically have to be shoved into a relationship progression...
And I really think that Heiji will confess by doing something, not saying something.  Although I could see him kissing her, Kazuha saying something like, "Wait, so you do like me, right?" and him just saying, "Ahou."
