go back and read File 699 and you will understand why File 699 had important plot for the case starting from File 700.

In anime land, it's perfectly acceptable to air File 699 as an episode by itself, then insert a couple of AOs and remasters, and then move on to File 700 a month later.

Well, it's either that or have an odd number of OPs/EDs to deal with, and then I'd have to choose one to get a bye.  Anyway, I don't consider it unfair because the order in which OPs/EDs are eliminated has no bearing on actually how good they are.  The second best OP/ED could have been eliminated in the first round for all we know.  The only thing the contest will determine is the one best OP/ED.

2) It is unfair, not because of order, but because others had to compete with 3-4 other songs to get a chance at top cut, whereas a new song just instantly slides into top 4?

Yeah, and I don't think a they've announced a new op/end. I wouldn't mind a free for all.

Not really sure if it matters for the OP contest, as Ai Wa... will presumably continue to crush everything in its path. The ED contest isn't quite as clear cut, though there is a definite favorite.
