Agasa told Ran that he couldn't take care of Conan. Ran didn't exactly tell her father that, she just told him just that Agasa would like them to take care of Conan. So, for all we know, Kogoro just figures Agasa didn't want to impose too much by dumping yet another brat onto them, if he even bothers to think about it at all.  I think I explained Ran's POV well enough. Keeping her lingering suspicions a surprise for volume 26 means we didn't get to see her think, "Aha! Agasa did lie to me," after hearing about Haibara. However, we are supposed to interpret her reaction as evidence she did find something about the revelation to be suspicious because volume 26 showed the scene in a recap of times Ran looked like she suspects Conan is Shin'ichi.
