I have the same problem a lot of time... There's a lot of expressions that I don't know it's exact translation, and Google isn't a lot of help either...

I just thought that it was "No Need To Know" instead of "Need Not To Know" LOL .... i saw the movie long ago and couldn't remember the correct phrase but it's almost the same thing xD

Technically both of those are wrong.  

The phrase is "Need to Know."

When someone tries to get information they do not have access to, they are rebuffed with this saying: "You don't have the need to know."  "Need" is in its noun form.

Sensitive information is relayed on a "need to know basis."

and I would say you're probably wrong on assuming they're trying to use the phrase "need to know"

"need not to know" is used as the negated version of that saying more often in my experience, rather than "no need to know".
