Agreed, they keep mentioning that he's after Kaitou Kid. Although it's never shown(at least in the anime) that he's anywhere in the area for the crime.
As for the movie, it really feels like another movie that will be filler case(like Movies 9 & 11 were).

Seriously, Kid would only have to appear for 30 seconds and say "Hey, I'm a [s]gay duck[/s] gay prostitute sexy thief" to generate more exciment than M9 and M11(though it would only be fangirls screaming most likely).What I want to see in this movie, the princess from the Lupin the 3rd special replace Ran for a while and causing discrete mischief. But this time the viewer won't know about the switch and the only character that will figure it out before the halfway point would be Kid. Also some Heiji, everything is better with him yelling at everyone.
