The illustrator probably chose to use excessive backlighting to enhance mysteriousness and/or hide their ugly faces. Or did you mean who? In that case they are the "Siamese Cat" terrorist/robbery gang.

Speaking of siamese cats, wasn't there some Magic Kaito case involving someone who stole cat's eye jewelery?

Agreed, they keep mentioning that he's after Kaitou Kid.  Although it's never shown(at least in the anime) that he's anywhere in the area for the crime. 

As for the movie, it really feels like another movie that will be filler case(like Movies 9 & 11 were).

ow really i haven't read magic kaito manga its still in may pending list.. thanks for the info..
