I think they would have to have been a recurring character before they died and flashbacks don't count.

Pisco I agree with, but I don't think characters that have only appeared twice count either (otherwise a ton of random characters would count as recurring characters (like for example, that fisherman dude that reappeared in Ikaku Rock case))

If they survived a case and showed up in another, they are a recurring character in my book. And none of those have died.
