There's more to it than that, even. All of the movie scenarios and treatments go through Gosho--he's signed off on all of them (even 11). For a number of the movies, he's had various roles in the development process, including adding various plot points and polishing the scripts. Even in Movie 1, for example, he was the one who suggested the the "red thread" story device if I recall. He also worked extensively on the script for Lupin vs. Conan.
