When I was in kindergarten, Conan was a schoolboy. :|

When I was in elementary school, Conan was a Pupil. :|

When I was in high school, Conan was a Pupil. :|

Later, ah, I went to college, Conan was still a primary school student.

Now more than 600 sets, If two cases a day can also form two years, but he still like the beginning, he was still a primary school student, I am speechless. . . . . .

Conan operates on a concept named "floating timeline": character don't age and in-universe only a few months have passed yet technology does advance.

So it's no surprise that Conan and Ran are still in the same school years.

not necessarily. we do see major progression of time(multiple christmas or other holiday related episodes, seasonal changes etc)

There is no multiple holidays, though the seasons change often. That "progression" of time is a part of the floating timeline concept though.
