Quite a few of the bigger cases have past criminals included in them, or past cases or deaths. That's used for most motivations too.

Late, but seems that the reason crime is low here and that Japan has a high conviction rate is because the police can legallly interrogate suspected individuals without lawyers for an absurdly long amount of time. Most people confess.

Other crimes are underreported, like sexual assault/rape cases. Police, usually, try to talk the victims that do come forward out of it and seem to do a lot of victim blaming.
