Yeah a few culprits might get away under these conditions(the police will actually have to catch them themselves) and maybe Conan will become emotionally unstable under this abuse but I the series needs this.

there're so many things we still don't know about her past in BO....and Gosho keep giving us boring cases insted of clarify Haibara's story...in the previous volumes he used to give us some confidences of her past,even during normal cases...(like during the Doll's case in vol 38,or in volume 30)
or maybe gosho keeps everything waiting  until the end but i think it's better to keep giving some little details occasionally...

Although the thing with the tranquillizer (and perhaps the belt as well) may be life threatening if a really heinous murderer comes along - and as much as we would like to see his surprise and confusion (and Haibara's face when she tells him  ), we don't want him to die, do we?
