This will sound weird, but hear me out. Shiho making the drug was a GOOD thing for ShinRa. Why? Because without the drug, Shinichi would have been nosy anyway, but Gin would have used a different poison... one that would have KILLED HIM... and in doing so destroyed all ShinRan thereafter.
