The victim was most likely attacked by the culprit. In the dark of the room, the victim could not see the culprit.
Who is the culprit?
The culprit is probably the Manager and an helper.
What and how did the culprit do?
If the Manager and the Director both have deluxe rooms, than only Conan could have the last room. If all the rooms have the same remotes, then the Manager could have used his one room remote to control the video camera. The culprit could have put a tape into the video player to startle the Director. He uses the fluorescent tape to find his way around the room. Then as the Director falls, he quickly grabs the tape and hides behind a door or closet. The small dot of light could have been the helper flashing a small pen light at the room to get the culprit's attention. This can also help the culprit to discover his surroundings. The Manager quickly exited the room while no one is paying attention. He discards the tape or places back into his own room before arriving at the scene of the crime.
How to prove it?
The fluorescent tape could have his fingerprints on it. They also could look for the tape that play the sudden noise. They could check the tape for fingerprints as well. They also could go across to the other hotel and find the pen light in the other room.[/spoiler]
This probably is not right but this is my first attempt. Not really good in deductive reasoning...

Sorry for being inaccurate at this.In a desperate attempt to grab the tape, the Manger trips him.

The cassette tape is then taken out and the Manger hides somewhere else in room.
The other 'mirror' that was used was the window of the room directly across from that room.
To prove it would be finding the florescent tape or the cassette.
