It's not a real opening (shame on you, c-square!), but instead a special shape, called fianchetto.
It trades the control of the center and hopes to reconquer it later with the prepared forces, and it can indeed be quite difficult for the opponent to maintain said control (I know this well, I've faced it often, but since I generally choose to play very solid (I tend to play defensive anyway), I were quite succesful).

Wikipedia wrote: White's 1.g3 is a fairly popular first move; of the twenty possible opening moves, it ranks fifth in popularity. It is usually followed by 2.Bg2, fianchettoing the bishop. Usually the game will transpose to another opening such as the Catalan Opening, King's Indian Attack or some variation of the English Opening. (...)

In spite of being among the more common first moves, the Encyclopaedia of Chess Openings has no specific code devoted to 1.g3, so it is classified under A00.[3] However, most games will transpose to some other opening with another code.
It's definitely not a full-fledged opening. A full-fledged opening has a main variant and several other, less important variants and, of course, opening theory. This "opening" can only lead to other openings, it has no (noteworthy) theory or variants of itself.
