Oh you´re right! A BO could had the mission to kill Yukiko and by chance or by knowing that BO got her and as a result he was allowed to injury some townies as reward.

if that's the case, then it might have been vermouth that did the killing, as she's the only BO I can think of with a connection to yukiko.

for all we know, yukiko's PO was "amg you have a bomb strapped to you, if you die too quick it'll explodes!"

but yeah, if the BO got a secret bomb that actually injured people that's a little silly.

It is possible as an objective. "Persuade your fellow BO members to kill one of your own and you get to use a bomb" Would they think it's worth it though?
