That's exactly my predicament too, intimidate fits better but "tricking" is a bit of a strong ability for the BO. Maybe Vodka can only intimidate people the day after he successfully kills someone? It sort of fits with the idea (because he just killed someone he's a bit menacing), and makes Vodka an interesting character ( :O! ) by making him become stronger as the game progresses, to the point where if he's the last BO, he can intimidate someone each day until he's caught (unless his killing is prevented).
Also, if Vodka is lynched, the intimidate he did that day wouldn't take effect the next night.
I'd say he can only intimidate every person once (after that, they are immune) and certain characters can't be terrified at all. I'd say that those who know of him (except for Ai and Agasa) can't be intimidated. So the FBI, Conan and Heiji can't be intimidated, and I'd add 1412, Okiya, Araide and the protectors.
Therefore the police, Hakuba, Agasa, Ai, Kogoro, Sonoko, Eri, Eisuke and the DBs can be intimidated.
Of course we could also change the last rule, but I consider the first one a very good idea. An, in opposite to tricking, it's even logical.
