I quite like it the way it is.  Even in Conan, the police and the FBI aren't the main crime fighters, Conan and his posse are.  It would make sense for them to be more powerful than the police.

Still, the police seems to be as strong as the FBI. Ofc, FBI can't arrest someone, but they should be at least better in investigation. So it would be nice if the FBI would have #+2 investigations compared to the police (like: police has 4 and the FBI would have 6 instead of just 5)

You say that the police seem to be as strong as the FBI but it seems to me that the police should be stronger if anything.  Remember that the FBI are still acting illegally in Japan.  The police still have more authority than they do.  They're getting by through the use of their contacts and probably favors owed.  They must remain secret so they cannot exert to much power.  

True. Whether the FBI or the police should be stronger is something to decide on your own. But since they "getting by through the use of their contacts and probably favors owed" they should have a better Investigation ability than the Police. And even with more investigation power, they wont be able to jail them like the police.
That's my point of view ;p

imo, the fbi should have a higher investigator because even though they're acting illegally, they're the only ones who know anything about what's going on with the Black Org situation, to which the police are pretty clueless.

But I'd say keep em as they are because this game's basically started.

Perhaps they'll change next game but not now.  Also, I find it hard to believe the police are completely clueless.  They MUST have at least some suspicions but don't know who is responsible.

However, they caught on several years ago (and Jodie's dad who was investigating Vermouth is now dead so who knows how he caught on... he could even have been an ex-BO himself) and on their home turf.
