Callid will have the final say on this, but my guess is because there's no net gain by making that move. We each get a rook and we each get a pawn (after PxR, I would have gone Knight x Pawn). It would simply be a rook trade, and seeing as Callid's rooks are better developed than mine, it might not make sense for Callid to lose one.

It would be unpleasant if he does not take the Rook and would play Ng5. After Re1: Re1: he would have developed his Rook and I wouldn't have any compensation.
