Yeah, because as Kleene states, it would make it easy to distinguish between an arrest and a detention, and it also reveal to the target if Satou/Yamamura is in the game (although it would eventually reveal anyways since the target will be released.)

So it's still going to be the same as before (no actions will go through and Satou can't do anything when she's detaining).

you could distinguish between an arrest + detention, but on that same note you can just as easily determine between an arrest + a house search, not to mention once the person's released two phases later, they'd know anyway.
