Question:  You just added a (?) to my move 11.  I've seen both (?) and (!) used in chess notation.  What do they mean, and are there specific rules for when they're used, or are they just added on the whim of the notetaker?

? means bad move.
! means good move.
!!, ??, !!! and ? ?? are similar.
(!) and (?) mean that it looks like or turns out in most cases as a good/bad move. With adding the (?), I said that I thought Bf1-c4 to be a bad move (why not Ne5xd7). Of course there are no rules for this.
And now the question for you: based on the things above, what is "!?"?

A ? usually is used to mark a bad move (Example: Qc3?). In comparison ! is used to show a strong move while ?! is used to mark an interesting move.

However you shouldn't use these while writing down the game itself, only afterwards when you knw the results of your match.
