Spoiler:
The Florescent tape would have made the tape noticeable. The mirror was used for help in executing the plan. The culprit was able to see the shadows through the window across the street. The empty tape got the Director's attention. Then after hitting the Director, the Manager then cuts out some of the tape of which the Director attention was directed to.
I'm sorry that I'm messing this up. I didnt see the changes until after I posted. Sorry!

Since this riddle took long time i thought may be i shall try so here is my "wrong" solution (I hope it will help us getting more hints)
Spoiler:
The manager who is using the third room used his remote controllers to run a cassette in the director room.Since the room as dark(due to the missing bulbs the director left the curtain opened so the manager was able to use the mirror to control the TV and the VCR  ,lol, After suddenly running the VCR and the TV and startling the director somehow, may be the TV displayed a very bright scene that hurted his eyes, he used the remote controller to erase the tape and close both the TV and VCR . i don't know what to say about the light Conan saw and the evidence . not to mention that the signals of the remote controllers can't possibly reach the directors room.

since the above solution is clearly flawed I will give another one (which is incomplete and flawed too by the way)  :
Spoiler:
the manager sneaked into the director room, harmed his eyes using the TV and the VCR,erased the tape and threw the controllers through the window which is the light Conan saw. Those controllers are the proof since the ones thrown in the street will match the managers' missing controllers. I don't know how to use the mirror in this solution  :-[

Question. I hope you do not mind but There might be a better way to do what you did.
Spoiler:
First setup a closed circuit TV so he can see what is going on in that room. He might use a clock with a camera. There are currently all kinds of ways to hide a camera. Next Set up a remote control extender. That will increase the range on the remote with out requiring line of sight like most remotes. It would change the remote from an IR to a UHF signal.

With those two things set up He can now do the same thing from another room and no mirrors needed.
Next suggestion, while the victim is visiting the others hotel, lure him in to the room with a fake cry for help. Since all the light are broken the victim can not see the setup, but the other using an Infrared Camera ( Heat sensing ) can see all. When the victim gets to the right place he uses the remote to trigger on lots of light and thus the plan is complete. The tape need nothing on it so it would be blank. and the final remote triggers the setup to suddenly light up the room

I never thought that the light is caused by the fluorescent tape!!and never thought of this evidence too..
I don't have any riddle to post so i will just let anyone post... may be this is better .. after all "no one" can commit a perfect crime  :D

I'm just going to post a riddle since no-one decided someone else could give one.

There was this magician who was playing some smart tricks on the road side. One boy went to him and the man said to the boy, "I will just touch your forehead and write your actual name on this paper. If I am wrong then I will give you some of my magic stuffs, otherwise you have to give me $50." The boy agreed as he thought that no matter what name he writes, he will deny it. At the end, the boy was the one who lost the bet. How?

That is too easy. I hope it is not the JOKE answer
Spoiler:
The Man wrote "your actual name" on the paper. In others words those words "your actual name"
If right I defer to another leaving a puzzle

WELLLL, seeing as how sstimson defers to another the right to post a puzzle, and if defer means what I think it means, then I suppose it should be alright if I post a riddle?  ;D

You are a prisoner on death row, and your executioner is ruthless and enjoys playing games with his prisoners. He gives you two jars, with 50 marbles each. In one jar, the marbles are white, and in the other, the marbles are black. Before you are executed, he gives you a chance to survive. He lets you redistribute the marbles however you want, as long as all 100 marbles are in one of the two jars. He would then mix the jars up so that none of the marbles which were originally on top would still be on top, and you would be blindfolded. You would be given one of the jars at random, and you'd have to select a marble out of the jar provided. If the marble is white, you live, and if it's black, you die. How should you redistribute the marbles so the chances of survival are at their highest, and what is this maximum probability?

Ohgosh, you lost me there. ._.
That wasn't quite what I was looking for, hmm. Or maybe I just don't understand it enough... :x

I don't think any algebra would be needed to solve this, mm.. u_u
