@lucky - Bag and ashes, put all (wheelchair and victim) in fire proof bag, attached to the victims wrapping  is a small remote control device to start a fire, all that is needed now is a vacuum filter to make sure the ashes stay in the bag, and a way for air to escape, and a fan to bring air in to the bag. The filter and the fan are needed to have a fire, since without air a fire can not burn and an completely enclosed system would have no air.

By the way another minor problem with your answer. first a quote from the riddle.

Why would not your magnetic field not show up as a distortion on that camera. Yet you gave no mention of it in either part.
And yet another question. There is a way to remove a item in a magnetic field. you push it to the side. While he might not be able to move his lower body, he could move his top half. He might be able to slide his legs.

Ok we have a week before he dead. No visits in that time? He still alive ever though he has had no water for seven days?

If you wish, please explain some if not all of these questions.

I might I suggest a small change to your answer in this part

90-93 - years of service - How many people do you know who have been on the job for 90 + years

that part might be a serial number, or military id number or

as a closed 4 could also look like that , might I suggest it is 40 - 43  maybe an age?

Sure I would love to discuss possible problems, nothing like a discussion that keeps your story as sharp as possible. :)

First your trick with the wrapping ashes, while it would work and produce burns on the wheelchair, the problem is will it create the 4 square patches on the underside. I guess you can put something like duct tape to create it but that could leave the sticky residue behind once its burned away. Also because the person died of dehydration the person is more susceptible to being caught on fire since the victim cells have dried up, since the (I assume it's slow burning since it caused all the burn marks on the underside of the wheelchair) wrapping is burning slowly it would ignite the body after a while (humans still need a high amount of temperature to burn). Since when the person just quickly burned the victim with the blowtorch, it didn't have enough time for the human flesh to ignite into a flame in my own version of the murder.

I'm not also sure your method will not leave any marks as well since you are wrapping him and each turn all the bandage will need some degree of tightness to keep him from moving and to stay like that for a week, I'm not completely convinced that there won't be any marks. Does the wrapping go over the arms as well? I mean if he could move his arms he could undo the wrapping with his spare hands and if they did go over the arms then there would also be burn marks on there as well. There's also the problem with size, at the second visit he only brought a a4 sized metal box, is that really sufficient room for a filter, fan nails, hammer and whatever else. I suppose he could have brought them during the first visit and left it there to use during the next visit but he would still need to take it back and carrying all that stuff through the hallway the camera would have recorded him collecting the things.

Also even if you got through that there's still the matter with the clothing not being burned and the cassette tape not having any damage like melted plastic. I guess the culprit could have burned him then put on the clothes, watch that's 5 hours fast, cassette tape with no recording and other nails but to me that would seem a little illogical if you left it as it is then you already made an man who has died of dehydration who most likely the police would assume die of an accident (if the nails were removed from the buttocks it would look like an accident), also with your trick there would be no point in hammer nails into the victim's buttocks. It could be used to cut the wrapping if one managed to be freed and I don't think the culprit would take the chance.

For your magnetic field question, while i was writing the riddle i just simply assumed the camera would be at the end of the corridor and too far away to be affected also the camera would be too small to be noticed by a person. But whatever here's an answer then. The average human height is around 180cm and carrying 5 plastic boxes carefully means you would naturally carry it lower to avoid damage should you drop the box so a fair height for this would be around 150cm. Normally cameras are around near the ceiling of a hallway so about 220cm so 70 cm difference in the magnet and camera. The person is holding the boxes at each hand and under the arm to keep them as far apart from each other and the distance between this is the size of the forearm 30cm. Since the 2 magnets didn't attract to each other from that distance then it's safe to assume that the camera would be too far away even if you stood directly under it.

True you can remove the iron nail by pushing it too the side , but in this case I think it's unlikely he would have been capable of it. Try pushing yourself of a chair without the use of the legs and buttocks, it is hard already and with the magnetic force it would have been harder. We're also talking about 4 neodymium magnets; the most powerful magnet in the world 1 two inch cube has the potential to lift 420 pounds. So with 4 bigger ones acting on you, it'll be like having a fully grown bear sitting on your legs and telling yourself to move.

To be honest, I didn't think about whether a person will visit during the 1 week period. I was mainly focusing on providing clues and making a story so readers can understand it. I suppose the killer could have been his caretaker and told the neighbours that he wanted to try life without help from other people and not to bother him no matter what sounds he makes. But for this I really don't have an explanation for because there are so many explanations it wouldn't be appropriate to suggest one.

And your last question "He still alive ever though he has had no water for seven days?", I'm not quite sure what you mean here. Anyone who hasn't had water for a week will be dead, did i mention he was still alive after a week? I think I already established he was dead when the culprit came the second time.

Well since I'm replying might as well take a crack at the riddle
He was a tramp working in the desert when some people came and robbed him of what little he has!! Nah just kidding here's what i think

The man didn't own anything plus he's in a hot desert suggesting that he had something but had it take away(who goes to a desert with nothing?). He has a bruise suggesting that he was attacked or maybe had a bad accident. He has a tattoo suggesting the words written on it are very meaningful.

The mysteries to be solved:

Who is this man?

M Swiss, United States marine officer who has justice running through to the core
What happened to him?
M Swiss was driving down the lonesome hot desert roads with his car that has no roof, he caught sight of a person injured on the floor. Being the righteous man he was he pulled over and offered assistance. The hitchhiker though had different plans; he whacked M Swiss with a blunt object and went to jack his car. Noticing he was unconscious, however he took this chance to strip him of his clothes for himself and drove of. M Swiss awoke later, naked with a severe case of amnesia.
What is the meaning of the tattoo?
3 things are tattooed and seen from his point of view meaning it is upside down so it actually says:
M SWISS
USM
90-93

M Swiss has no meaning so is probably his name, USM as in United States marines so he worked a lot at sea and 90-93 suggest the years he worked in so 1990 to 1993 as well as a righteous man (since he was trained by the army he would be strong so only a surprise attack or accident could leave a bruise). Since he tattooed the year, it suggests that he no longer works or at least as a reminder of the events that happened.

He served from 1990-1993, so he couldn't have been on duty. It was an unfortunate coincidence that he just happened to be mugged by a hitchhiker he picked up while on vacation who robbed him of his car and all of his possessions. After a moment of panic and confusion, he realized he was seeing his tattoo upside down and realized that he was a former marine. After finally making it back to town and talking to authorities, they contacted the Marines who supplied them with all of his information. He promptly recovered, although the larcenist is still at large.

Well here are my guesses then

The matchbox was used  by the culprit to burn the the shutter's string so you can't lower the shutters from its high position, this is to keep it from interfering with the trick. The ashes also supports this idea since the ashes are directly under the shutter's string. The bowling ball with the string probably hung outside the window and the string was kept in play by the cellophane tape, the call then came and during that call told him to go near and open the window since he couldn't hear because of the reception.

Once he opened the window the string connected to the tape got pulled up and it smacked the victim in the neck due to the sudden force of opening the window. Once the bowling ball fell again the tape would't be strong enough to hold it in place and would fall outside. The victim's phone was also dropped by the victim as he was flung backwards and the phone fell out the window

The matchbox was stuck onto the window by tape, its scratchy side is facing the shutter's string. The bowling ball string was connected to the shutter string and placed above the shutter outside so when the pulled shutter's string is pulled the bowling ball would be above the person head should they stick it out the window. Someone then called the person that he's outside his window and wants to see him so the victim would pull the shutter's string, open the window and stick his head out to look for the person.

When the window was opened the matchbox scratched the string and caused it to catch fire. The matchbox also fell of the tape as this can be seen where the matchbox is directly under the tape. The bowling ball is suspended in air as the shutter string has stopped moving but the fire is burning the string until eventually it reaches the connections between the bowling ball string and shutters string. The connections now cut out causes the bowling ball to fall on the victim's head making the victim drop the phone as well as a broken neck, he then falls backwards into the position he's in.

If the bowling ball didn't break the victim's neck then, i guess it was used as a weight to force the victim to break it. As in the bowling ball fell (or rose) and the string attached pushed (or pulled) the victim's head down (or up) so his neck would snap as it made contact with the edge of the window. As for how that fits in the crime I'm not fully sure but here's a guess.

As before the culprit called the victim to the window. The window was opened causing the match to catch fire and burn due tot he matchbox that was stuck with tape, the bowling ball string was attached to around where the the shutter's string stopped and the bowling ball's string was looped several times around the outside of the window with the bowling ball resting on some high place like the shutter. When the victim sticks his head out the window the bowling ball would fall and the loops outside the window would come together with enough force to snap the victim's neck, the bowling ball would fall when the shutter's string burn the attached parts and take the flame with it leaving the shutter's string like it is now. Eventually the string still burning would get rid of the loops around the victim's neck and fall to the ground, the fall would extinguish the flame on the bowling ball string. The phone gets dropped by the victim then he falls backwards.

I'm not fully sure if this is right but hey, I like to hear your answer

Setup :
Initially ,before the window was opened the shutter was fully closed ,shutter string attached to bowling ball
which was outside hanging .The shutter was down because it was tied with a string and string stuck between
the window and frame due to friction .The position of this string is same as that of the shutter string .It is this
string which was coated with gunpowder or something which lights up like a matchstick when rubbed & since its
in same position the ashes will fall right below the shutter string when burned .Since the building is tall people wouldn't
notice a bowling ball hanging outside a window .

Now the victim receives phone call and opens the window ,instantaneously burning and releasing the string that kept the
shutter down and hence the ball starts to fall .The falling ball will pull the shutter string ,pulling the shutter up with great force.
I'm assuming the shutter has long wooden boards (from the fig) or at least a solid strong part at the bottom of the shutter
which hits the victims jaws .The sudden upward twist/force produced by the blow breaks the neck and the victim falls .The string
on the shutter burns away completely .When the shutter hits the maximum top position ,the string that attached the ball
snaps and it falls down .

Conan, Ran and Kogoro were heading home, walking down a peaceful street. Sound of blow to jaw broke the silence.
Suddenly the bowling ball crashed into the ground next to them and then the mobile phone.

The victim could see the shutter coming up and may move to avoid lethal injury ,but he may be an acrophobic and kind of
closed his eyes while opening the window since the building is tall .
