The GM have a total control for choosing which rules, roles, and ability he want to use right?

As long as he announces them beforehand. Yes.
Still, nobody would want to join an "unfair" game. And the rules, roles etc., should not deviate too much from the previous rounds.

5 or 6 Bo  vs 21 or 23  Townie is unfair?

but the dream will come back again with 5 roles and 2 true hint and 3 false hint
( and hint , not role.. ex: conia is takagi: then the true hint is that conia having a handcuff )

kleene did the same thing I did during round 13, giving each player a choice to make during night 2 (in this case, ti was going to a bar or not, helping a cook, etc), which affects your hints, rather than just normal dreams.

so the choice will effect the hint? but just the hint will only have 2 possibilities right?

1 true and 1 false!

and this is still became personal hint.. while using dream.. that can be revealed in to the thread.. made the town have a chance to unity!. and with a limited APTX the BO will forced to blend into the allies more !

This might be a bit too extreme. When having a total of about 27 players, having 8 BO sounds like a reasonable idea. But not more than that. 7 might work as well.
Still, 6 VS 21 it is probably more fair than 8 VS 16.
Take a look at the previous games - for example during round 12 (BearRound) there were 7 BO VS 17 townies and the BO still won. Despite some luck on side of the town with their arrests.

5 BO + 10 APTX vs 21 Townie will drag the round and favor the town to win!. but for BO to win, they must actively form alliance and separate the town and made pact that lynched the other pact..

The BO must use lynching to lynched townie!!! and gather a good info to aptx the town!

But then the loss of a single BO would have very harsh consequences on the remaining few BO. Sometimes the town gets lucky and finds 2 BO at random without the BO having a chance to counter it.
I agree that the number of BO was way to high in the last game, especially with the new improvements to the BO, but 5 BO have no chance against 20 townies, even with this many APTX, is just as much out of proportion. The town just has too many resources, while each BO must be in contact with at least 2 townies to be able to find APTX targets (and is missing the manpower to check all the possible hints they might get).
