Well, get over it because there is no conspiracy here, M13 had a lot of faults.
As for the bullet dodging, I recommend that you watch both scenes again as Makoto's dodge is explained in his scene as well as Ran's scene. So no, there is no "precedent" for characters to start dodging bullets in DC all of a sudden as Makoto's situation had different variables than Ran's situation(which she explained..which made it even worse).

You also forgot that Ai also has the following in her arsenal:
-Rhythmic Gymnastics Martial Arts
-Martial Arts Figure Skating
-Chestnuts Roasting on an Open Fire Technique(Faster but weaker version)
-Ascending dragon strike Technique(uses opponents aggressive fighting spirit against them and thus would destroy Ran)
-Fierce Tiger Roar Technique (Positive version of Ryoga's)
Pssssh, Ai doesn't even need to use a gun as she can beat Ran at her own game. HARD.
