it really amuses me (but unfortunately doesn't surprise me) that the one new movie that tries to appeal to hardcore fans and is pratically continuity obsessed (hell, I'm still finding new references to past cases that are absurdly subtle) is the one they complain about the most

and a bullet from a handgun travels at 400FPS so it is physically imposable to dodge at point blank like in the movie, it would give her 1/400th of a secant to dodge if they where a foot apart (which in the movie they where) now if she could dodge that bullet she would also be able to run faster than a car, i don't see that happening. now if it was a weapon such as a rifle with 900FPS... good luck ran. *prepares grave stone*

Well, get over it because there is no conspiracy here, M13 had a lot of faults.
As for the bullet dodging, I recommend that you watch both scenes again as Makoto's dodge is explained in his scene as well as Ran's scene. So no, there is no "precedent" for characters to start dodging bullets in DC all of a sudden as Makoto's situation had different variables than Ran's situation(which she explained..which made it even worse).
