actually she figured out three times, the last time was more like suspicion similar to the first time, eps. 398-400 it was also dead funny too. For some incredibly messed up reason even I can't fathom, when I first read your post I thought you said Gin and Vodka were bathing with Ran. I have no idea how I managed to do that because your post is sensibly worded. In any case, it was too late to stop me from imagining Gin, Vodka, and Ran in a bath together. OTL. GinxRan .... that would be a crack pairing from hell. Poor Shinichi, his crush consorting with his worst enemy. He might actually be driven to murder.

Obviously, the fact that Vodka and Gin were in tropical land in the exact same day with Ran and Shinichi, wasn't a coincidence

Agasa's just too useless in investigations for his engineering skills to skew higher. Even Yukiko can parrot the truth without much help with the bow-tie. Senility, I suppose (he's not that old, though), or just being stuck as the Watson. (It'd be fun if he figured out a Kiichimon contraption mechanically before Conan could figure out the riddles.)
I have no good sense of where Vermouth goes in that. Probably Ran/Sato level, possibly smarter than Gin though (she would have gotten Ai and Jodie if Ran and Shuichi hadn't interfered).
Gin would drop if it's ever proven he somehow didn't hear Conan in the locker. (No, not killing Conan isn't proof. Suspecting a kid was being used by someone and deciding to follow the kid back to that person is smarter than just killing the kid. Conan just got lucky he lost consciousness and got lost in a crowd later.) He'd still be ahead of the likes of the mediocre police like Juugo and certainly dumb-asses like Megure. Remember, the plan to return Kir to the Org. relied on Gin actually being pretty smart, and he still thought it was too easy.
James would be Eri/Yamato level if he hadn't idiotically kept Camel with the FBI after the Org. saw him "die" in an explosion. (Remember, he anticipated Conan's plan to rescue him.)
Sonoko almost had the Mystery in the Net trick solved.
Jodie would be Ran level if she were giving Conan hints in Concealed with Abbreviation (doesn't seem likely given her later performances).

How is Gin smarter "by far"? Not many characters solve cases without Conan's help or can parallel his thinking. Ran was one of them, so she's actually ahead of Haibara in practice (no, looking for a pattern on a map or recognizing the gender of a corpse aren't nearly as impressive as a multi-step deduction). Only reason I didn't put Ran ahead of Haibara was the same reason I put Eri ahead of Ran, back story asserted intelligence (no Harvard scholarships or wonder drug research for Ran yet).
