well there's a difference between lack of plot and slowness. Monster has a lot more plot going on than DC but what actually "happens" during an episode would be much less than conan, where someone gets murdered and the entire investigation happens in that 20 minutes.

But, I do see your point.

The best part about Monster is how they go indepth for every minor character and tell their backstory, which is really interesting.

Monster isn't quite engaging at the start of the series. However, as the series progresses, you'll start to appreciate the series more and more because Monster's main strength is the great plot and character development...

Others say that the side stories of the minor characters should have been omitted cause they are just making Monster (anime) look dragged on. However, I liked the fact that they gave importance to the side stories of the minor characters because it has contributed a lot to the totality of the series...
