I'm pretty sure the DS's games were region-free, so I'd guess the 3DS's are as well, but don't quote me on that.

Though the charger will probably be different so you may need to find an adapter.

While you're right about DS games and systems, I'm quoting you on this because you're wrong about 3DS games and systems.  It's one of the main reasons I'm not buying a 3DS.

but is  a UK 3ds any different than the US ones? aren't they the exact same?
I'd think so except for the region locking in software

They run at different framerates, just like the consoles. A UK system can never play a Japanese or North American (I say this because I am Canadian, not American) game.

No, they won't.  That's the entire point of a region lock.

Use pretty much any American site and import it.  Amazon I'm sure would work, and Gamestop or Best Buy probably ship internationally but I'm not positive since I've never had to do it.

Well, your only choices are to find an import store or to import it yourself.  You might be able to find one at like a US Naval Exchange Store if they have them there.
